KATHMADU: Nepal Telecommunications Authority (NTA) has approved a regulation to ensure quality of equipment and mobile handsets that will control the import of the sub-standard mobile handsets in the country.

“The type approval is based on a test report and certificate of conformity issued by the manufacturers,” according to spokesperson Kailash Prasad Neupane.

“The regulator will also have to approve equipment of those manufacturers approved by itself,” he said, adding that the equipment and mobile sets of the NTA-approved international standardisation bodies or regulatory inspection and certifying bodies will also have to be approved again.

Type approval means that the product is certified to meet certain requirements for its type, whatever that may be.

With the enforcement of the new regulation, the mobile handsets without having I Equipment Identity Register is a database of the International Mobile Equipment Identity (IMEI) and Electronic Serial Number (ESN) number, Neupane said.

“The new regulation has also made the telecom service providers liable to provide the IMEI and ESN number of mobile handsets of their consumers, if the security agencies need it.”

Similarly, the mandatory provision of approval of equipment will stop the import of illegal equipment related to the telecom sector, the authority added.

Steps to pay

While Amazon continues to dominate the online retail space, big box retailer Walmart made an interesting move today and may attract a segment of online shoppers that shun credit cards.

Announced on the Walmart Corporate site earlier today, the company has launched a new program that allows consumers to purchase an item online and drive to a nearby Walmart location to pay the bill in cash. Since the retailer’s online portal has a vastly larger inventory than any single Walmart store, consumers can purchase items that are not currently available within the immediate area without having to use a credit card. When the order is placed online, the customer selects the “Cash” option under payments and makes note of the order number.

Within the next 48 hours, the customer stops in at any Walmart location and gives the order number to a cashier in the store. It’s also possible that Walmart stores outfitted with automated checkout machines will include an order completion option in a future update to the mashine’s software.

After the order has been paid for with cash, the order ships out to the customer’s home or to a nearby Walmart store if the customer chooses the “Site to Store” option. If the order has been shipped to the store, the customer will receive a text or email regarding availability once the product arrives.

According to a 2009 survey conducted by the FDIC, 7.7 percent of U.S. homes don’t have any bank accounts and are classified as “unbanked.” In addition, 17.9 percent are classified as “underbanked” which means the household has at least one checking or savings account, but relies on alternative financial services like check cashing services, non-bank money orders, pawn shops or payday loans. However, 63 percent of underbanked households and 81 percent of unbanked households have Internet access within the home. This means approximately 17.5 percent of U.S. homes containing about 40 million adults rely mostly on cash and use the Internet, thus they may prefer this new online shopping option.

According to Walmart’s internal data, only 15 percent of all transactions at the store are processed through credit cards. The overwhelming majority involve either cash, check or debit card. According to Walmart.com CEO Joel Anderson, he stated “Many of our customers shop paycheck to paycheck and are looking for more ways to purchase items online but don’t have the means to a credit, debit or prepaid card.”

Anderson continued “Our new ‘Pay with Cash’ offering is designed just for them. It makes it easier for our customers to shop the way they want, where they have access to a broader product selection at Walmart.com coupled with the convenience of payment and shipping as they want.”

In order to compete with this new pay-by-cash program, online-only retailers like Amazon would have to partner with a company that has a large amount of retail locations within the United States. Amazon could potentially expand its ongoing relationship with 7-Eleven in regards to the in-store storage locker program launched during September 2011. Beyond providing lockers for Amazon customers that prefer to have packages delivered to a secure location instead of being left at the front door, Amazon could hypothetically upgrade the terminals to include an automated method to accept cash for recent Amazon purchases. However, the machine would likely need to receive a hardware upgrade to physically accept cash and 7-Eleven would have to benefit financially from the expanded relationship, thus cutting into Amazon’s total profit.

In the world of mobile payments, one of the more contentious debates is over NFC-enabled vs. cloud-based solutions. The incomparable Sarah Clark at NFC World is reporting that McDonald’s in Austria is testing a solution that may be the best of both worlds.

According to the report, McDonald’s and supermarket chain Merkur are piloting a new service called Paybox NFC in conjunction with Telekom Austria Groups wireless subsidiary A1.

The Paybox NFC service uses NFC at the point of sale to transmit Paybox NFC account data that is connected in the cloud to bank account data for processing. No sensitive account data is stored on the phone.

To use the solution, users download the Paybox NFC app to their devices and link a Paybox NFC account to their bank account. (Users must open a Paybox NFC account to use the app.) The app then uses NFC, either in NFC-enabled phones or via a sticker affixed to a device, to send information through a Paybox NFC terminal next to the POS. A text message confirms a transaction has been made. Purchases are limited to €25 ($33) with a daily limit of €50 ($66). From the description in the post, the test sounds very similar to a small pilot run by PayPal in Sweden over the holidays that used NFC at the point of sale to access a PayPal account. The difference being that PayPal used existing point-of-sale equipment instead of using a standalone device to transmit data.

In terms of scale, this test is modest. NFC World said the pilot is limited to 500 people and will only run at nine locations — four McDonald’s and five Merkur supermarkets — and will only last a few months.
